I have this same problem but my steering wheel does not shake and the rotational vibration is felt throughout the entire time I drive. I'm leaning towards my axles because the last time I was under the car, I saw a bit of grease on the joints but didn't think much of it because I thought they just didn't clean up after the job. I'm still trying to figure out exactly what it is causing this pulsation.
