Here's how it works.

To swap a 98-01 front end onto a 94-97 Integra, you will need
The actual bumper (duh)
The matching Headlights (from a 98+)
The matching side marker/turn signal lamps (from a 98+)

The 94-97 Headlights won't fit through the ports in the newer bumper. Plus since the angle of the exterior lens was changed for 1998+, even if you manage to get the older HLs to fit, it will look damned strange. And for the turn signals, it should be perfectly obvious[once one studies the differences between the two bumpers] that the 94-97 units simply will not fit in any way.

And as far as the rear bumper goes, a coupe bumper will swap to another coupe - just as a sedan bumper will swap to another sedan. A coupe bumper can't be used on a sedan and vice versa.
