that could be caused by noise but then again knowing asiandooods paint (which has metal flakes in it), that could be it.
lastly I'm betting that he shranked the pic for posting on the web which will cause exactly what you see in the section you highlighted.

grainy pictures are caused by noise in higher ISO settings in real film such as 400 and above. and it will be found throughout the picture...not just sections.
as rick said, it is probably the JPEG compression from being a 3 megabyte picture to a 500kb picture that is causing gradation on high resolution monitors.
