1. Your rotors are "warped" ... actually it's material transfer from the pads. You can have them turned at a shop that does brake work or you can get new ones. You should probably check the condition of the brake pads and replace those as well.
2. When an engine is running, the oil is circulating through it to lubricate all of the moving parts. Since the oil is displaced from movement, the dipstick will read low if you check the oil immediately after shutting off the car. Let the car sit for a while and all of the oil will return to the oil pan and give you the correct reading.
