Actually you should not run shortened shocks with stock springs. That will put too much preload on the springs--essentially you will be riding around with the springs pushed in more than they should be. Shortened shocks are made to work with shortened (i.e. lowering) springs.
What choice of lowering spring you make is up to you--I'd say pick the drop you want and go with it. Keep in mind that the lower you go, the more of a need for a camber kit you will have. I don't know what 1/2-1" is (that's what you put in your original post) but it's not any number I recognize.
The cheapest place I've seen Neuspeed Konis go for is at tornactive.com where they are $510 for the set.
