Is it Safe to run the stock intake without the covers on?

Also My filter is gettin a lil dirty is it safe to just run a hose on it? If yes, how do I remove the filter, I don't see how it is held on.

My last question, is it worth it to get a K&N Filter with the stock tubings or should I just go get a SRI or CAI.
