If you guys were to swap ECU's it might solve both your problems. Since your car is a '97 it's OBD IIa, but a '99-'00 Integra ECU will be OBD IIb (same functions, different shaped plug) it won't plug into your stock harness. His ECU is a '97 so it should match up to your Civic harness and your ECU is a '00, it should match up to his. I've never done an OBD II swap myself, I was going to do my '98 EX but never had the funds, but to the best of my knowledge, this is right.
