They are two L shaped plates that sit against each of your wheels. Then you use measuring tape (hopefully acurate with each other) and put one tape on the front of the plate (wheel/tire) and another on the back of the plate (wheel/tire) and measure the differences between the two.

So if the front tape is at 70" and the rear tape is at 69" then you have toe out (which 1" of toe out IS ALOT!). If it's the other way around it's toe in.

I'll take a picture for you tomorrow.

There's also the string method which is also very easy to use.
