Prohibiting radar detectors doesn't mean that they are harsher on speeding than elsewhere. I don't know if Chris really intended to say this because he actually has heard something about their enforcement, or if it was just an unfortunate choice of words when asking about why Virginia prohibits radar detectors.
Some states are harsher on speeding than others, though. I travel extensively around the Midwest, and from what I've seen, Indiana is harsher than elsewhere, and Michigan is more lenient than elsewhere. Places that are harsh will pull people over for as little as 10 mph over the limit or less, while places that are lenient will let people drive 20 mph over with relative impunity. Of course, this is all just a matter of general impressions; if you're the one motorist who happens to be in the wrong place at the wrong time, you can get caught anywhere at any illegal speed.
