Instrumentation.

If you are going to play with fuel, get a pressure gauge, and air/fuel ratio gauge (not super accurate, but will show you the signal that your ECU is seeing) An EGT is nice to have.

As far as the Vtec controller, I have a VAFC, and have played with various engagement points, but stock seems to be best.

Having proper instrumentation, in my opinion, before you make any changes, is fundamental. This way you know where you started.

A fuel rail, regulator, and injectors with a piggyback like the VAFC will get you started in fuel tuning. If you buy a fuel pump, get a forced induction pump, that way you'll have more potential for future mods.
