If you want reliable power, and stay CARB legal- the greddy 96-00 turbo kit is your best bet for affordability and good numbers

you could go with t3's or t3/t4 all in various trims, but that won't be good when a cop pops open your hood to see that.

as far as reliability, the new greddy kits come with a tunable emanage fuel management system, which I HIGHLY reccomend you get tuned (you're in california! there has to be somewhere that can do this for you!)
