Default Side effects of a turbo D16Y8

I've come to the conclusion that the most cost effective way of increasing the power of my 97 EX without the headache of a swap is the turbo. More particularly, because I need carb legal for this everyday driver, I'm thinking the GReddy 6thgen kit. NOS isn't constant enough. I want a small turbo for quicker spin up and less turbo lag (and less psi for longevity and reliability, since I don't have access to professional tuning).

But what happens to everything else when you stick a kit like this on?

What happens to the low end and mid range? Does it bog down till you rev up?

With the intercooler in front of the radiator, are there heat issues to cooling the engine?

What does it do to gas mileage during normal driving? And partial throttle?

This is for an everyday driver. I don't care about drag, 1/4 mile, or racing.
