Lets assume that someone is on welfare for 5 years. They then get a job that technically brings them out of welfare recipient status, but just barely. Then you're going to make them pay back the $100,000 that they received? Over what interval? With what minimum payment.
People will take one look at that and say "**** that, I'd rather stay on welfare forever"
