did you bleed the cooling system?...if you didn't then you are not running enough water pressure through the system (mostly air which compacts)

usually the fluctuating idle is caused by a leaking or misconnected vacuum/pressure lines...double check the lines to make sure they are connected to the right place and also look for cracks or loose fittings
