Actually that _greatly_ depends on how DHCP is setup on your ISPs side. My ISP will not allow you to release and renew quickly. Sure, you can release, but the DHCP lease is stored until a given time then if it's not in use is then opened up. Unless you are changing to a different device (with a different MAC address) this is how most ISPs I've used are. If your's is not like that, then I applaud your ISP.
Of course, this is only for broadband connections since you can't release/renew on a normal dial up connection (the IP is the assigned to the dial in port) (obviously one can reconnect but you didn't say that soo..) Of course, the AOL rules might be different since AOL is retarded
