You cant judge whether to change a timing belt based on a visual inspections. Our cars have interference type engines; snapping a timing belt can cause serious valvetrain damage. Follow the recommendations which are based on age/mileage which vary based on what year car you have.

You wont notice any perfomance change. Its preventative maintenance, like changing your oil.
