To be techinalcal yes, honda's (double wishbone suspension Honda's) come with coilves overs from the factory, the coil spring is over the shock - coilovers there just not adjustable and most people understand that when you are talking about putting coilovers no your car you are talking about thread sleeves like ground control.
This rose out from when most cars did not come with coilover shocks and a performance up grade was to add "coilovers" to these cars which where either threaded sleeves or threaded bodied shocks.
