This is equally uneducated.

VTEC was set by honda for a number of reasons. Some of which were not about optimum power. THat said VTEC varies based on modifications. The most defining part when it comes to VTEC crossover is the Header. 4-2-1 2.5" collector, long tube headers change VTEC a lot. I won't speculate what that might be on a GSR but they change the crossover on a Type-R from 5800 to 3500-3800. It's all about area under the curve not about why Honda set it at a certain point.
