The ballast should not have any exposed wires. To install you simply remove the neg battery terminal, clean the bulbs (denatured alcohol), install the bulbs, mount the ballasts, run the wiring from the stock headlight bulb to the ballast then plug the plug into the bulb/burner. Install 15amp fused in the two headlight fuse locations and reconnect the battery.
