Yep, I tested it. It's located in the top of the Charcoal Canister. It is normally open so I energized it and pulled a vacuum on it and it held a 16-18 inches. I figured it was good, but so was everything else I tested. Because I had read so many posts that this valve was bad, (at least I thought it was this valve), I replaced it. I thought that maybe it should hold 25 inches, but the new one held the same. At that point, I couldn't return and hoped it was an intermittent problem - not the case.

Your description of the Accord sounds a lot different than the Civic, so I guess I will have to wait for the book to arrive, unless someone comes through with the complete troubleshooting sequence. Thanks again.
