AND the H22 is said to only be able to hold 8 psi on stock sleeves.
You won't be able to do a swap AND a turbo setup unless you found a cheap B18A/B and then boosted that. There was recently a post very similar to this one about the best setup for under $4K.
It really comes to how much reliability you want. If you want the motor to run for a while and you plan to drive it a lot then you need to build the internals before you boost it. I've seen those with stock internals run well with boost for a long time, but it depends on how the motor was treated previously and what condition it's in before the boost.
