Meaning, many people are much more likely to avoid getting in trouble for fear of hurting or disappointing someone close, like family. It's not like they're taking away the family's driving privledges, and it's only temporary.
I agree that the reasoning is sound. Just sucks for the rest of the family. :chuckles:
