I can deffinatly see how it would work.. it's a visable negative mark.. and this society cares so much how they are percieved by other people...
Not to mention.. let's say someone who lost someone close to them thanks to a DWI driver sees an offender's car in the parking lot.. with that tag.. I'd bet money the driver comes out to a vandalized car.

But :down: to the family thing....
