You would actually lose horsepower if you set it that low. I would never set it lower than 4800 on an H22.

Also, if people are falling out of redline when they shift from first to second and thats why they want to lower it, then they suck at driving. If you take it to the revlimiter and dont screw up, then you will stay in vtec when racing.
