Default Should My Accord Temp. Control System Blow The Fan On High Before There Is Heat?

Hello,

I have a 1999 Accord with a temp. control system -

When I get into the car in the winter and the temp is set to a warmer temperature, and I leave the fan on 'auto', it immediately starts blowing cold air WITHOUT waiting for the heat to come.

In my wife's Sienna van, the fan speed waits until there is heat. Our 96 Jeep Cherokee did the same thing - the fan did not turn onto high until there was heat.

Is this how a Honda is supposed to work, or is there a problem?
