You need to disable the ECU from setting timing when you're trying to adjust it. You do this by jumping the ECU like you would when checking codes (put the paperclip in the connector).

This will stop the ECU from making adjustments to your timing and allow you to set it correctly. When you're done, remove the paperclip and you're all set.
