Why exactly did you use a D15Z1? It's a pretty useless VTEC-E engine. That's not the same as VTEC.
Anyway, if your electricals are missmatched, of course it will run like hell... help me to help you.
im sorry.... i dont' know what and OBD level is. you need to explain. i dont know a whole hell of a lot, but i do know some.... here is what i have been told recently.... that engine supposedly only came in an 92-93 civic "VX"... in which i have never seen a VX and supposedly they are a rare occurance.... does anyone know if it was put in a different model and year.... i need to get my car running... it is driving me mad... also if you could. explain what you were saying about the vtec... i was told the engine had 125 hp but then again that is for the 92-93 civic vx for all i know they could be telling me the wrong car and computer i need.
