yeah you do need actual submersion for the engine to suck in any significant amounts of water...

BUT... Watts (a city in LA) took 1.5ft of rain and almost a foot of hail on top of that in one night. It really rained like hell out here so there was a significant chance of hitting that much standing water. That's why we were worried.
