My deepest condolences.

My first move would be to check with your state's DMV. In CA, family members have the legal right to suspend the license of a dependent senior family member. Similarly, you can DL the forms for a permanent suspension of driving priviliges due to a medical condition.

Best of luck with the damages from the crash. IMO, it sounds like it's time he faced the consequences of his actions...
