Sounds like they did a Maaco-job. 99% of a good paint job is prep work. Removing moldings, sanding, puttying, tacking etc. The easy part is spraying the paint on, any fool can do that. You're right about the dust free room tho, can't believe a body shop could be in business without one. I actually saw a shop that was painting some poor sap's bumper OUTSIDE... figure that one out!!
