It was the base models, the Japanese were using them to provide a cheap commuter type car. They keep the higher power engines, but they also make a lot of low power ones we never get. For example, take the G2 Integra:

US market:
RS, LS, GS: B18A
GS-R: B17A

JD market:
XSi, RSi : B16A
ZXi, RZi, TXi: SOHC ZC (basically a normal D series engine!)

In this case, the US not only got two different engines, ours where (generally) more powerful for the same trim levels!
