Default Timing stays retarded, 1.5

Hello, I'm a new member here, would like to see if anyone has an idea what the problem is with this 1993 Civic D15Z1 w/5 speed. I'm a first year auto tech, and this problem has me stumped.

The car came in with a blown head gasket and was subjected to severe overheating due to the desert heat and running with low coolant. Repairing the mechanical problems went uneventfully, but the timing will not advance and is retarded at idle. The cams are timed properly, the cam position sensor checks out, the distributor is installed correctly, yet this problem persist.

I'm leaning toward the computer, but since a good one is not available to swap out and confirm, thought I'll float this one here first.
