yea the 96-98 and 99-00 front ends are different. if you want that bumper you'll have to do the whole swap. hood, fenders, bumper, and headlights.

It is well worth it! I used to have a '98 Civic EX and recently got a '00 Civic Si. When I had the '98 I wanted to get the SI front end. But I ended up just buying the entire car.
