No, it does not. Oddly, the European Accord on which it is based and the American Accord both have EBD. The VSA system takes care of any potential loss of control that the EBD would prevent, but EBD allows you to brake very firmly without having the car pitch forward. I don't know why they left that off...I guess they had to do it to keep itunder $27k.
What is EBD suppose to do? I am too lazy to look it up.

My TSX and every TSX sold has that VSA system, but I find it useless. Thats why I like always turn it off everytime I drive the car. I feel the car has better acceleration when its turned off and I don't notice anything much when I make sudden turns with VSA on or off. So thats why I keep it turned off.

As for gas mileage on my TSX 6 speed. I get an average of 19 or 21mpg, which sux.
