By midday in the summer all the ice in my cooler melted, so I'd be spraying the tires with warm water...eh..I guess that still does the trick.

I use a garden sprayer (2 gallons). Warm or cold water will work - what you are trying to do is use water to evaporate with the heat. The evaporation is what cools the tires down.

I also use one of those cheap garden things I got at Walmart for like $10....
