I have a 2001 Civic, and have already put the rear RSX sway bar on my Civic. Now I'm wondering is if putting the smaller RSX 23mm vs the stock Civic 25.4 mm front sway bar will help make the car steer quicker? Any other affects such as stability at high speeds or anything else I need to worry about when switching to a smaller sway bar up front

It would make your car a little more tail happy... little less understeer, is all. That's why the Civics have such a bit OEM bar, it gives you very conservative handling.
