Default Toyota Caught Cheating in F1

a little precursor...toyota was banned from WRC for cheating...toyota forced cart in america to break its rules and change engine formulas losing honda and almost ford, then toyota quit cart and went to irl, toyota when it first was trying to join f1 tried with advertising budget to force f1 to change is engine rules to favor toyota [start at a new formula]...now with this all in the past...here's another scandal following toyota in motorsports

I'm not sure what this quote means, could someone please explain?

"Suspending Toyota cost us a lot in the World Rally Championship, it cost us more than suspending a team in Formula One would, but if we suspended a team in F1 like we did Toyota, they would be out of business."

F1 has fallen on a lull...they barely have enough cars to compete (most tracks they race at have contracted a minimum number of cars)...suspending Toyota would take out 2 cars and they may lose a race or two on the schedule next year

also Toyota gives lots of money to each venue it races in (all mfgrs do this, but Toyota gives more than any other mfgr)...this creates reliance by the racing series on Toyota and forces it to sometimes do what Toyota wants (i.e. how CART was forced to break its own rules)
