wouldn't that diagonal bar allow the kid to use it as a step and climb over once he gets strong enough?

It's only on the outside front portion so I doubt it. Also, it isn't there to be a babysitter, just a safety measure.

So a kid's foot wouldn't fit through the slats?

You'd be amazed at what kids can get into or do while you're in the same room, but your back is turned.
