Default Digital Video Question

I was wondering what programs you guys were using for editing your movies. I was looking for one where you load a clip in, and it turns it to frame by frame, and then you can add another to the end or whatever. I had tried a few, but none of them seem to work.

I use Final Cut Pro, which is pretty much the best app all around under a complete AVID system... But it's not available for PC...

Windows Movie Maker blows balls... it's their attempt to provide an iMovie substitue, but it fails horribly...

Premiere on the PC is probably the defacto standard

I am starting on Premiere but the video I made that is linked in my sig was made with Moviemaker.

Any 2nd suggestions... the $699 list price on the premiere is kinda not sounding so great.

I use Windows Movie Maker. Good enough to merge several small mpeg files into one big clip...if they're already indexed of course.
