I see a small motion blur on the background and text there, also looks like he used the unsharp mask feature on the rose itself?

i had a few filters on the rose itself...and the background...
thats pretty much it...

as u wouldve guessed..
theres the motion blur...the gaussian blur...the added noise...and mix of different overlaying of each layer
