Unauthorized personnel - found in a parking lot.
No Dumping - traded for services rendered. Changed distributor on friends Legend.
Crosswalk/pedestrian - whizzed in front of my car like a frisbee on a very windy day. Went home and removed speaker box, came back and laid it flat in the back of my RX-7.
A friend of mine snagged an exit sign for our town that very same day. The wind had sheared all but one of the bolts off of the mounting brackets. He finished the last one off with a hacksaw. This sign as almost 10' x 10'. Good thing it folds up or it would have never fit in his basement let alone his Bronco.
I drove by one on the side of the road for a month that looked just like the crosswalk one but just read "SMOKE". By the time I got the gumption and the tools to gank it, she was gone

I had a catalog a few years back. But the major point is, anyone can buy them, there are no legal restrictions or permits needed to buy a road sign from a manufacturer, at least not in CA.
