I think it's a rev limiter? Or maybe it's just something that has "Miss-firing Action" and is "just like fuel cut defender."

It's a limiter that's considered soft (ignition cut) instead of a hard cut (fuel cut). Since there is unburnt fuel trickling out, that's what creates those neat flames. I have something similar to that (to build boost at the starting line while still) but I don't use it to blow flames.......but uuuuh the flames come out anyways. h:

If you wanted to do that, couldn't you simply run a window switch and relay to your ignition coil and have the same effect? It'd be alot cheaper than 3 bills.
