of which at least 1 pound will be the weight of the box itself and other hardware if they ship with lugs
Maybe he's just expecting them to ship the wheels just by themselves. No box, no protection, no lugs, nothing. Just zip tie two wheels together, slap the address on them and away they go...

If UPS does the packing, I've seen them use nothing more than a clear plastic bag for rims/tires.
Sometimes they'd throw in a 16x16" bit of cardboard to, I guess, protect the one side.
