Yep, you can tell he is actually a right wing nut, as he didn't miss a bunch of times.

If there were one person in the crowd that had a weapon, and knew how to use it.... crisis averted.

he was able to kill so many because of fear. everyone of those people probably froze when they saw a gun. that's what happens often with people. guns are portrayed as some kind of indefensible ultimate weapon so when people see one they often just give up. in reality it can only harm you when pointed directly at you. if the people capable of fighting back would have tried instead of giving up then it's likely things would have turned out different.
Gun ownership in Norway is by far the highest in western Europe. Military serivce is an obligation.
The truth is most humans will try to safe themselfs. Confronted with a sitution like this the flight instinct kicks in. I bet most of the survivors didn't even think of magnetude of this shooting. Looking back now I'm sure many of them regret not doing anything.
