The cash counting and then touching the sub/bag wouldn't bother me since he wasn't directly touching the food. But licking fingers and blowing/touching the bag would be a big no-no in any sort of food service situation. I know that it's probably theoretically spreading fewer germs than his cash-covered fingers, but still...

wouldn't bother me because the sandwich is already wrapped and I am not going to put the bag in my mouth. But germs don't really bother me anyway
