Maryland has DC (and uh, Baltimore...), Wisconsin has Milwaukee. Madison isn't even a city. It's 250,000 people who made suburbs around a "down town" area of maybe 10 square blocks and a college campus.
Not to say that Wisconsin sucks, but this kid who grew up in Maryland is glad to be back.
