Screw it down and then use a bit of clear epoxy on the outside rim of it.
Short of welding it there I don't think there is a foolproff way of stopping it, but you might help deter some people with the clear epoxy.

Loctite wouldn't mess anything up, metal is still touching metal. If you put enough on there it might be hard to take off.

Or screw it on REALLY tight and eventually it will be impossible to get off. My friend was screwing around with another friend's s2 and he turned it too hard and some broke it could never come off again.
