It looks like its a plastic tarp over the top. Thats pretty stupid, no matter where you live.

it's called a dome, they are quite popular.

So its the tarp that makes it a dome, not the shape covered in sheet metal?
Just saying, you cover something in plastic where it snows or rains like a motherfucker, you can't be surprised when this happens.

They usually increase the pressure in the winter to support the extra weight. It's not a new technology at all and it's extremely rare that they collapse like that. The RCA dome never had any major problems its entire life.
