Here are pics of the re-hydrated pepper right before we ate it. The video is still uploading.
all we did to rehydrate it was let it sit in hot water for about 30 minutes. We drank some of the hot water too. It was a little spicy (about equal to a jalapeno) but not too bad.
One of the peppers plumped up a lot and the other only a little. The picture makes them still look pretty shriveled but in real life they were noticeably plumper than a dried pepper. We re-hydrated them because we thought it would make them easier to eat.
