so i got a email from Koenigsegg...
Dear Mr. Wang,
at the moment we do not sale the Koenigsegg CC8S in the United States. The car must be approved first by the US government.
This will take place during this year, but we cannot say when this work will be completed, and the car can be launched in the States.

and like I stated there is no way he could have purchased one in the US.
